India is attaining its 60 years as a Republic, during this 60 years we have witnessed tremendous changes in terms of developments in the country thanks to the sincere efforts and policies of successive government the country has seen.
We can be proud of being a citizen of the India for its achievements, including emerging as a major player not just in the Third World but the entire world. The government has rightly sorted out its priorities giving social development priority over mere material development during the 60 years of Indian Republic.

In fact the Constitution of India provides maximum provision for social development in order to have sucessfull nation building process by maitaining equality for all citizen caste or creed under Article 368 of Indian Constitution and to provide reservations for the sections of society like Anglo Indian, Scheduled Tribes and Scheduled caste under clause (d) of the proviso to clause (2) of Article 368 of the Indian Constitution whcih have been implemented since last 60 years in the country with an objective to uplift the social, economic and educations for the catagories of society like Anglo Indian, ST/SC which have been recorgnised by the government as weaker section of society in the country since last 60 years.

Government despite enacting clause (d) of the proviso to clause (2) of Article 368 for the reservation systems of weaker sections of society for the last 60 years could not solve the scourge of untouchability and inequality of status. Considering the need for further extension for another 10 years reservation system under article 368 of the Indian Constitution, which is to expire on Januray 25, this month, both the Houses of Parliament have passed (one Hundred and Ninth Amendment) Bill, 2009 on August 3 and 4 last year. The same Bill has been sent to the states for ratification by the Assemblies. Manipur on its part ratified it during it recent 7th session of 9 Manipur Legislative Assembly.

The resevation system of ST/SC provided under clause (d) of the proviso to clause (2) of Article 368 of Indian Constitution have had much impact to the North eastern states including Manipur. It can be said that it was through this provsion eqaulity of social status among the different communities could be seen in the state like Manipur where there have settling by multi ethnic groups.

It was through this reservation system economic, social and other personal development of the catagories of society like Scheduled Tribes and Scheduled Caste in the state could improve at present.

These motivations rovided by the Article 386 of Indian Constitution for equality could hardly seen in the state like Bihar, Uttar Pradesh and other mainland state of India where there is discriminations, castisms and other social bearers are still actively alive which the government of India need to be take serious measures for the sucessful nation building.

On the other hand, getting fecilities of reservation systems by the ST/SC for last 60 years general populance of ST/SC are now attaining the equal status and living standards as the general catagories in the state at present, and state government need to consider a new policies for equal distributions of reservation systems covering the poorest of the poor amongst the general class in the during the 10 years to come and this policies will enhance true sucess in national building process in the state.
